Well, yes, but technically...they planned to kill him based on the evil schemes of one of the elders. Tan Yun has all the Emperor level skills so his abilities and senses, including hearing are better...so he directly heard them plotting to kill him. So his killing them is more like self-defense. Also, the one he let live activated his Law Enforcement badge at 4:41. That means they have seconds to deal with him, very aggressively...or wait for Law Enforcement reinforcements to arrive. So, in a way, had Tan Yun not dealt with him asap, then they would have had to deal with a crowd and be at a deadly disadvantage.

I don't disagree with your point, but I think that the fact that they planned to kill him is, in my opinion, a mitigating factor and the "molesting with their eyes" is more of an excuse or just trash talking, because he was going to destroy the threat anyway and it sounds cooler when you threaten to rip someone's eyes out for looking at your woman.
